Russian Defence Ministry: thermal power plants hit overnight in Vinnytsia, Dnipropetrovsk and Kharkiv regions

The Russian Defence Ministry said on the morning of November 3 that Russian forces had struck energy facilities used by Ukrainian forces in Ukraine's Vinnytsia, Dnipropetrovsk and Kharkiv regions overnight.

According to the ministry, the 1,800-megawatt Ladyzhyn thermal power plant in Vinnytsia region, the Kryvyi Rih and Prydniprovska thermal power plants in Dnipropetrovsk region, and the Kharkiv thermal power plant and the Zmiivska and Losevo electrical substations in Kharkiv region were hit.

The ministry also said two dry cargo ships carrying military property and dual-use cargo for the Ukrainian Armed Forces were hit in the port of Pivdennyi and in the Black Sea, and that port infrastructure used in the interests of the Ukrainian armed forces was hit in the port of Kiliya. In a separate statement, the Russian Defence Ministry said air defence systems shot down 856 Ukrainian drones over several Russian regions overnight.

The Ukrainian side said most settlements in Vinnytsia region were left without electricity as a result of damage to energy facilities and power lines. According to the Vinnytsia Regional Council, hourly power outage schedules are in effect in the region.

The head of the Dnipropetrovsk Regional Military Administration, Oleksandr Hanzha, said Russia attacked the city of Dnipro again on the morning of November 3, that houses were damaged and that there were injured people. The Ukrainian Air Force reported cruise missiles moving towards the city, and explosions were later heard in Dnipro.

Earlier in the night, the number of people injured in a strike on a medical facility in Kharkiv rose to 62. According to the head of the Kharkiv Regional Military Administration, Oleh Syniehubov, 226 patients are being evacuated to other medical facilities.

The Ladyzhyn thermal power plant in Vinnytsia region has been attacked before. In October 2025, after a Russian attack, the town of Ladyzhyn was left without electricity, heating and water supply.
