2027 draft budget: childbirth allowance in Azerbaijan to rise from 600 to 1,500 manat
Under the draft, the monthly allowance paid to insured mothers for the care of children under three will also rise from 37 manat 58 qapik to 100 manat.
The one-off allowance paid in Azerbaijan for the birth of a child will be raised from 600 manat to 1,500 manat in 2027. This is set out in the draft law “On the State Budget of the Republic of Azerbaijan for 2027”, which was brought up for discussion at a meeting of the Milli Majlis Committee on Economic Policy, Industry and Entrepreneurship held on 4 November.
Under the draft, the amount to be paid for the birth of a child next year is set at 1,500 manat. In 2026 this amount was 600 manat, which means an increase of 900 manat.
The same draft also provides for an increase in the monthly allowance paid to insured mothers with children under the age of three. Under the draft, the monthly amount per person for the care of a child under three will be raised from 37 manat 58 qapik to 100 manat, an increase of 62 manat 42 qapik.
At present, the childbirth allowance is paid as a one-off payment for the birth of each child by the State Social Protection Fund under the Ministry of Labour and Social Protection of the Population. The allowance is granted to the family and is normally paid to the child's mother; if the mother is not employed or is absent for any reason, the employed father receives it.
For the allowance to be granted, the child's birth must be registered under the civil status registration procedure. In the case of multiple births, the allowance is paid for each child separately. It is assigned automatically through the electronic system, without an application, once the entitlement arises.
The draft law on the 2027 state budget is being discussed in the committees of the Milli Majlis. The amounts in the draft will take effect after its adoption by parliament.
