Inmates of Penitentiary Institution No. 10: bath problem unresolved, we are forced to wash in the toilet
At Penitentiary Institution No. 10 of the Penitentiary Service, 190 inmates reportedly have to share just 11 showers for one hour twice a week.

Inmates held at Penitentiary Institution No. 10 of the Justice Ministry's Penitentiary Service say the bath problem has still not been resolved and that, because the time allotted is insufficient, they are forced to wash in the toilet.
According to the inmates, each unit at the institution is allowed to use the bathhouse twice a week for one hour. During that time, however, 190 inmates have to use just 11 showers.
"11 showers, 190 people and 1 hour. Not a minute more. The institution's management stubbornly insists that we follow the rules and that each unit must wash twice a week for one hour," the inmates say.
The inmates say that because of the bath problem the number of those washing in the toilet has grown, and there is now a queue there too.
According to the information, it is possible to wash more often at the institution by paying extra. To do so, inmates must subscribe to the gym for 20 manats a month.
In Azerbaijan, penitentiary institutions are subordinate to the Penitentiary Service of the Ministry of Justice. Sanitary and hygiene conditions for inmates, including the rules for using the bathhouse, are regulated by the Code on the Execution of Sentences and the internal disciplinary rules of the institutions.
